Station masters press for filling up of vacancies “An average reserve strength of 25 p.c. has to be maintained among station masters”

Madurai: Members of All India Station Masters’ Association staged a demonstration pressing for a charter of demands, including filling up of vacancies, to ensure punctuality and safety of trains, here on Wednesday.
Its divisional president, S. Sivagnanam, said that the protest was part of an all-India agitation.
Pointing out that several enquiry committees that probed into various accidents had recommended for additional station masters in stations with higher workload.
“This was defined as those stations served by single lines with more than 85 per cent traffic and all double lines. The railway board had agreed to implement it in 2012,” he said.
However, out of the 13 stations identified in Madurai, this was implemented only in seven stations.
“The failure to implement it in remaining six stations alone has left us with a vacancy of 18 station masters,” he added.
He said that the average length of a yard in station is 1.5 km.
A station master who has to clear signal for trains is also required to personally inspect whether the points and signals are properly clamped.
“A minor failure will force the SMs to concentrate on rectifying it rather than operation of trains to ensure punctuality and safety of trains,” said another station master, S. Kalyanaraman.
Besides, an average reserve strength of 25 per cent has to been maintained among the strength of station masters as the station masters have to be allowed to go for refresher course, medical examination, leave and other requirements.
With more women station masters in the rolls, the administration needs to fill up the posts as the women officials are eligible for six months maternity leave.

Railways mulling to shift Thiruvananthapuram sections to Madurai division
THIRUVANANTHAPURAM: The ministry of railways has sought the opinion of the Thiruvananthapuram division of the Southern Railway in connection with its plan to transfer the Thirunelveli-Nagercoil and Kanyakumari-Nagercoil-Thiruvananthapuram sections (except Thiruvananthapuram Central) to the Madurai division.
In a letter sent to the general manager of Southern Railway and the divisional railway manager of Thiruvananthapuram division, the ministry of railways has sought their views, following which it will be sent to minister of railways Suresh Prabhu.
In lieu, little known stations in Sengottai-Kollam route will be transferred from the Madurai division to the Thiruvananthapuram division. The Thiruvananthapuram division may lose Neyyattinkara, Nemom, Balaramapuram, Amaravila, Dhanuvachapuram and Parassala stations in the Kanyakumari-Nagercoil- Thiruvananthapuram section and two major stations in the Thirunelveli-Nagercoil section.
It will have to give over the control over nearly 160km of railway line in the Thirunelveli-Nagercoil and the Kanyakumari-Nagercoil-Thiruvananthapuram section, while it stands to gain control over about 80km of railway line through transfer of the Sengottai-Kollam route.
The passengers association in the state have expressed concern over the move and alleged that it was politically motivated.
"The move is aimed at weakening the Thiruvananthapuram division and if implemented, it will have an impact on the prospects of the division. The revenues of the division will take a hit as income from tourist places like Nagercoil and Kanyakumari will be lost," said S K Jayakumar, general secretary of the Kerala Railway Passengers Association.

Projects are allotted to railway divisions based on revenue collections. If these stations are transferred to the Madurai division, it will be a massive blow to Kerala's hopes of becoming a railway zone. Also, with the completion of Vizhinjam seaport and coaching terminal in Nemom, though traffic along the route will pick up, the state will gain nothing from it," said Jayakumar.

MADURAI DIVISION MARCHES AHEAD

Madurai railway division persistently making efforts to provide enhanced services for passengers and freight customers. The highlights of the Division’s performance during April to December 2017 is as under:

Financial Performance

During the period from April to December 2017, Madurai Division has earned Rs.573.08 crores with a growth of 1.6% over the last year.

In Passenger traffic, the division has earned Rs.363.17 crores with a growth of 5.62%. Significantly, there is a growth of 5.7% in reserved segment alone.

In the freight segment, 1.206 Million tonnes of goods were loaded during April-December 2017. The Division ventured into new streams of freight traffic such as Gypsum and Copper slag. The Division registered an increase of 8.6% increase in these new streams by providing freight incentive schemes such as Station to Station (STS) concession.

Infrastructural development

During the year, in Madurai Division, 23 km of doubling of Manapparai – Kalpattichatram was completed and commissioned for traffic. 27 km of Doubling between Kalpattichatram and Tamaraipadi will be completed soon. With this, the entire section between Tiruchchirappalli – Madurai will be completed.

Gauge conversion works in Madurai Division’s portions of Sengottai-Punalur has been completed.

Madurai Division, in tune with the ambitious mission of Hon’ble Minister of Railways, has eliminated 5 Level crossings by constructing Limited Use Subways. Further, to provide hassle-free access to passengers, 3 Foot Over Bridges have been constructed at Sholavandan, Ambathurai and Samanyanallur.

Train Services

Madurai Division is continuously taking efforts to operate special trains with a view to cater to the demands of passengers during festivals and vacations such as Aadi Amavasai, Velankanni , Kanda Sasti, Tiruvannamalai Specials.

During April-Devember 2017, the division operated 477 special trains compared to 193 specials run during April-December 2016 recording a growth of 50% in number of passengers and earnings from special trains.

34 special services ran exclusively for Pongal and Republic day holidays. Expecting good patronage during the ensuing 4 months of summer vacation 2018, 155 summer special trains are being announced.

New trains:

1. Punalur – Palakkad – Punalur (T.16792/16793) express with effect from 20.04.2017.

2. Rameswaram – Faridabad - Rameswaram (T.No.16793/16794) express

from 27.07.2017.

3. Introduced Train No.20601 / 20602 Chennai Central – Madurai – Chennai Central Weekly AC special with effect from 01.11.2017.

Additional stoppages:

1. Additional stoppages provided for T.No.22627 / 22628 at Manapparai with effect from 15.7.2017.

2. Additional stoppages provided for T.No.56821 / 56822 Tirunelveli – Mayiladuthurai -Tirunelveli at Ayyalur with effect from 05.9.2017.

Extension of train Services:

1. Train No.16181 / 16182 Chennai Egmore – Manamadurai – Chennai Egmore bi-weekly Silambu express trains have been extended to run upto Sengottai.

2. Tiruchchirappalli – Tirunelveli Intercity Express extended to run upto Thiruvananthapuram.

3. Train No.56769 / 56770 Tiruchendur-Pollachi-Tiruchendur Passenger extended to Coimbatore.

4. Train No.16344 / 16345 Trivandrum-Palghat Amirtha Express extended upto Madurai.

5. Train No.16723/ 16724 Trivandrum-Chennai Egmore Ananthapuri Express extended upto Quilon.

6. Train No.22627/22628 Trichchirapalli - Tirunelveli Intercity extended upto Trivandrum.

Enhanced amenities for Passengers

In its mission to provide improved facilities for the passengers, Madurai Division has been taking concerted efforts. During April-December 2017, the division has commissioned the following facilities at its stations

 Refurbsihed Food Plaza and Water Vending Machine at Madurai Jn

 Refurbished non-vegetarian Refreshment Room, Refurbished Cloak Room, New Enquiry counter, Child Rescue Centre and Women’s facilitation centre at Madurai Jn

 Refurbished Vegetarian Light Refreshment Room has been provided at Rameswaram.

 To provide better ambience for passengers, the waiting hall and escalator façade at Madurai Jn and the Waiting halls at Tuticorin and Kovilpatti have been given a facelift with murals and paintings. This has been received well by passengers and rail users in large.

 For speedy access to ticketing facilities, proliferation of Integrated Unreserved Ticketing System (IUTS) has been made at Pamban, Madurai East, Mettur and Kizhapuliyur railway stations.

Prioritizing Safety

According utmost importance for safety in train operations, Madurain Division has taken up track maintenance in a big way from September-December 2017, which has increased track attention by 70% over last year.

Apart from commissioning 5 subways in lieu of Level crossings, Gate Mitras have been stationed at Unmanned Level Crossings to counsel road users.

Security

Reiterating security of passengers and their belongings, 13 railway stations in Madurai Division have been identified for installation of Video Surveillance System (VSS) under Nirbhaya fund and installation of CCTVs is under progress. RPF personnel are currently escorting 20 Express trains and 18 passenger trains during night hours. Further, Women RPF staff are being deployed at major stations such as Madurai, Dindigul, Tirunelveli and Tuticorin. RPF have revealed their humane face by rescuing over 70 runaway children and handing over them to their parents.

Several staff welfare measures have been carried out in Madurai Division for the benefit of railway employees, pensioners and railway staff families residing at railway colonies- Implementation of employees charter, Greivance & Pension Adalats, Health Camps, to mention a few.

More Passenger facilities in progress

Madurai Division has spent Rs.3 crores for providing passenger amenity works upto December 2017.

Provision of Platform shelters at Kovilpattin, Tirunelveli and Tuticorin are under progress. In addition, 9 stations in Trichy-Dindigul-Madurai section are being provided with Platform shelters. Provision of Wi-fi facilities at 6 more railway stations are under progress. At Rameswaram, provision of new Second Class waiting hall, Vegetarian Refreshment Room-cum-Dining hall, improvement of Platform No.4 &5, circulating area and ticketing concourse is in progress.

Following Ministry of Railways’ ambitious mission to provide 100% LED, Madurai Division has installed 60 solar LED lamps at LC gates and plans to convert all stations to LED by March 2018.

Significantly, Hon’ble MoSR laid the foundation stone for two prestigious projects :

1. Doubling with Electrification of Madurai-VanchiManiyachi-Tuticorin (160 kms) at an Estimated Cost of Rs.1182.38 cr

2. Doubling with Electrification of Vanchi Maniyachchi – Tirunelveli -Nagercoil section (102 Kms) at an Estimated Cost of 1003.94 cr.

GENERAL MANAGER, SOUTHERN RAILWAY CONDUCTS ANNUAL INSPECTION IN MADURAI DIVISION

Shri R.K Kulshrestha, General Manager , Southern Railway conducted annual inspection of Madurai division and reviewed the Division’s performance. Ms. Neenu Ittyerah, Divisional Railway Manager of Madurai Division, Principal Heads of Departments, other officers and staff accompanied the General Manager. Tuticorin, Tattaparai, Kovilpatti, Virudhunagar stations in Tuticorin – Madurai section were inspected.

At Tuticorin, Shri.R.K.Kulshrestha reviewed various staff facilities viz., Air-conditioned Running room facility for Loco Pilots and Guards, Lady TTE's rest room and Hindi Library. Lady TC staff rest room was inaugurated by a Lady staff in the presence of GM at Tuticorin.

He took stock of the facilities at Intermediate Over Hauling (IOH) shed . During the visit, safety posters were released by the General Manager.

At Tattapari , Shri.Kulshrestha, inspected renovated Gang rest room and cheerfully interacted with the gangmen and Signal Maintainers and received their feedback o­n field conditions. Calling for an eco-friendly organisation, the General Manager participated in a tree plantation drive.

At Kovilpatti, the General Manager met with Keywomen and Operating Staff and received their feedback o­n working conditions. He also released a bi-lingual 'Ready-Reckoner' for Operating staff along with Ms. Neenu Ittyerah , Divisional Railway Manager, Madurai Division .

The General Manager carried out inspection at many Level Crossings, block Points, cabins, curves and rail bridges. The substation at Kovilpatti was inspected. He also reviewed the functionality of the Track machine while conducting Trolly inspections in some areas. General Manager interacted with the staff after releasing ‘Keyman Hand Book”.

The General Manager interacted with Passenger Associations and commuters at various railway stations and received their representations and assured that the grievances will be looked into.



Shri R.K.Kulshrestha also addressed the Press and Media at Tuticorin, Virudhunagar, Kovilpatti and detailed about the developments taking place in Southern Railway and Madurai Division and progress of various projects in the region.

During the course of inspection, the General Manager declared cash awards to outstanding employees and distributed merit certificates o­n the spot.
